Save India From Corruption -

Center for Media Studies has been conducting periodic studies on petty corruption in public services since 2000. An analysis of CMS̢۪s corruption studies shows a mismatch between perception that corruption is increasing and actual experience. The analysis of perception shows that higher percentage of respondents in 2005 study felt the need to pay bribe to avail public services when compared to similar study in 2002. Increased and persistent media coverage of corruption could be one of the reasons for this.

However, perceptions need not be reality. Infact, lesser percent of respondents had actually experienced corruption in 2005 while availing public services when compared to 2002.

Despite a reduction in reporting of corruption in 2005, a large cross section of households had to pay bribes to avail public services in 2005. In case of five public services (Police, Land Administration, Judiciary, Electricity & Government Hospitals) covered in the CMS corruption study, more than 10 million households had paid bribes during the year for availing services.

This study shows that there is negative correlation between corruption and usage of public services across departments / states. For instance in government hospitals, one unit drop in corruption index leads to 0.5 percent increase in percentage of people availing the service. Similarly states with relatively high corruption have low usage of public services. Our analysis confirms that the poor households are much more dependent on the public services.

Therefore they are much more affected by poor quality of service and corruption in public services. Perhaps this is one factor why people are
going more and more to private services, as in the case of health, and spending increasing percentage of their earnings for such services.

The service providers often cite shortage of manpower as a reason for poor service quality. However, this study indicates that there is no significant correlation between manpower and quality of service across various departments. Adequate manpower is a necessary condition but not a sufficient condition for providing good service. Overall, across the country the awareness about the grievance redressal mechanism in various departments is quite low.

Hardly 10 -35 percent of the households interacting with various departments are aware about the existence of grievance redressal mechanism in the respective departments. The study shows that for every one percent increase in awareness about complaint redressal mechanism, the corruption index could drop by 0.17 units. The privatization of certain services is offered as solution to reducing corruption and improving services. A case study of power sector suggests that there is no appreciable difference in corruption between cities serviced by private DISCOMs and cities serviced by public power distribution utilities. The 2005 study shows that a very large proportion of citizen̢۪s visit respective departments for making payments or merely to register a compliant. The visits of this nature can be avoided by taking simple initiatives. This will reduce opportunities for corruption as well as bring down the pressure on infrastructure.

Information technology can be used to improve transparency and reduce direct interaction with cutting edge level staff of the various public service departments. This will help in reducing corruption and improving quality of services as has been noticed in case of computerization of railway reservation system in the country. This study has prepared a list of IT initiatives that have potential to be replicated across the country.

The 2006 study hopefully would reflect as to what extent Right to Information Act (RTI) would reduce corruption and pave the way for good governance.

"Thirdly, establishing a corruption-free India is a major challenge. I propose a youth brigade as the solution," Dr. Kalam added.
Expressing his views on allegations of corruption against people in judiciary, he said: "Among people from every cross section of the society whom I have met, there is a sense of anguish, despair and concern over the deteriorating democratic values and value system which is increasing day after day."
"If the situation is allowed to continue then we cannot prevent the people taking to the streets and there will be a catastrophic ripple effect, which the nation cannot bear at this moment when India is poised to become a developed nation," he said.
"A cancer-like situation is engulfing the political-bureaucratic-judicial system, which is harmful for growth. Certainly the country needs chemotherapy at this critical hour," he added. (ANI)

How to sign unsigned files on S60v3v5 devices in Symbian OS

How to sign unsigned files on S60v3v5 devices,
using FreeSigner
In context with previous post here  is the guide which shows you how to sign app on the phone itself without the need of a computer.

This should especially be useful for people like me who own a Mac, for which there is no signing application, or for those

who appreciate the convenience. I will be using a N97 to demonstrate the application, but the process remains exactly the same for any other 3rd Edition or 5th Edition device. HOW TO SIGN UNSIGNED PROGRAMS ON YOUR S60V3V5 DEVICES LIKE E71 OR N97.



REQUIRMENTS:

A S60 3rd Edition or 5th Edition device. A freeware called ‘FreeSigner’.



INITIAL SETUP:

You need get the *.cer and the *.key file for your phone, use the service cer.opda.cn. If you don’t already have them please read carefully manual to get certificate. You can download signed version ‘FreeSigner’. Or download ‘FreeSigner’ and sign on PC use SignTools for PC. Upload ‘FreeSigner’ to phone via cable (Internet, WiFi, IRDA, Bluetooth). Install the application on the phone memory or the memory card/inbuilt storage. Open ‘FreeSigner’, select options and then Settings.







Come to the fourth option, ‘Sign Cert’ and click on it, then navigate to where you have placed the *.cer file on your phone and select it.







Do the same for the *.key file. You should now see a screen like the following one.







Next simply hit ‘Back’. You are now ready to sign unsigned applications on the phone itself. Please note that you will need to do the above only once.



SIGNING APPLICATIONS:

In order to sign a unsigned file present on the phone, click on ‘Add Task’ and navigate to where the application is located. Once you reach the file, hit ‘Options’ and select ‘Add’.







You will then be presented with the following screen, simply select ‘Sign Sis’ from the options.







The file will show up, waiting to be signed. To sign it, simply hit ‘Options’ and then ‘Go!’.







That’s it, your unsigned application will now be signed without you needing to use a computer. You will be able to find the signed file in the same location as the original application. A ‘_signed.sisx’ extension would have been added so that you can easily identify the file you can now install.


To sign another application you will only need to follow the steps under ‘Signing Applications’ and not have to do the ‘Initial Setup’ again.

Certificate Error removal Procedure In Symbian OS -Full Guide

Not all mobiles need cer. when they install third party softwares. Only those whose system is Symbian S60v3, S60v5 and Symbian UIQ3.0 need cer.  Others need not.

Messages Means When Installing Symbian SIS Applications And Games?

Message: Certificate error. Contact the application supplier.

Hint: You may have tried installing unsigned application. Note that signing is mandatory S60 3rd Edition. You can use self-signed certificate or developer certificate from Symbian Signed to sign your application.

Message: Unable to install. Constrained by the certificate.

Hint: This message pops up when you attempt to install developer certificate in the unsupported device. The developer certificate from Symbian Signed can only be used in a limited number of devices. Remember that you have to send your IMEIs to Symbian Signed when requesting certificate. You cannot use the certificate in other devices that is not in your IMEIs list.

Message: Required application access not granted.

Hint: Check that your certificate can be used to sign all capabilities needed by your application. For example, if you use self-signed certificate, you can only sign basic set capabilities, i.e. NetworkServices, ReadUserData, WriteUserData, LocalServices and UserEnvironment. If your application requires one of the extended capabilities, for example SwEvent, you cannot sign it with self-signed certificate. In this case, apply for developer certificates from Symbian Signed.

Message: Unable to install a protected application from an untrusted supplier.

Hint: If you use self-signed certificate, make sure that your application uses unprotected UID, i.e. 0xA0000000 - 0xAFFFFFFF. If you use protected UID (0×20000000 - 0×2FFFFFFF) or legacy UID (0×10000000 - 0×1FFFFFFF), you will get this message.

Message: Unable to install.

Hint: This message may come up when your installation file (.sis/.sisx) copies files to other application’s private folder, i.e. \private\uid. Note that Symbian 9 introduces data caging concept, it means you don’t have access to other application’s private folder.

Message: Expired Certificate

Hint: Do this…

Set the phone date back by 7-8months..

Message: Update error

Hint: Uninstall any previous version of the application, then switch on/off the phone and install again..

Solution for all problems just get a developer certificate sign application and game then install. It will solved ur 50-80 percent problem. If u hack ur mobile it will solved ur problem 100%.

How to apply cer.

1、First of all, visit cer. applying site http://cer.opda.cn/
 

2、Log in if you have an account. Register an account first if you have not one.

3、Press “apply” to apply your cer. after login. 

4、After pressing “apply”, you will see the following picture。Enter your mobile model in the first blank. For example, if your mobile is Nokia E71, then enter E71 in the first blank. Enter your IMEI in the second blank. One mobile only has one IMEI, just like one person has one ID number. Press *#06# when your mobile is in standby, and then you will see your mobile IMEI on the mobile screen. Enter this IMEI in the second blank. Re-enter IMEI in the third blank. Enter any word you like in the last blank. For example John’s n97. At last press submit application button.
5、After submitting your application, you will see the following picture. Your cer. is applying. Several hours later, your cer. will be make well.

6、Several hours later, you will see the state of your cet. is Normal. Then download the cer and the key with which you can sign for your apps. The period of the cer. is three years. After three years you will have to apply your cer again.

Right now you have applied your cer. successfully. Keep your cer and key in computer or send them to your phone. You can either sign for your apps in computer or in mobile.

These type of bulbs which are called Energy Saving or low Energy bulbs, if  broken, cause serious danger! So much so, that everybody MUST leave the room for at least 15 minutes.

Because it contains Mercury (poisonous) which cause migraine, disorientation, imbalances and different other health problems while inhalation.
And people with allergies, causes them severe skin condition and other diseases just by touching this substance or inhaling it.
Also the ministry warned about NOT cleaning the debris of the broken bulb with the vacuum cleaner, because it would spread the contamination to other rooms in the house while using the vacuum cleaner again.
It must be cleaned with a normal broom or brush and be kept in a sealed bag and thrown right away from the house in a bin for hazardous materials. 
Notice: Mercury is dangerous, more poisonous than lead or arsenic!!!!
